Forests may cover vast stretches of the planet, but they are far from evenly distributed. More than half of the planet’s forests are concentrated in just five countries – Russia, Brazil, Canada, the United States and China. According to the UN Food and Agriculture Organization’s 2025 forest assessment, these five countries together hold about 54% of the world’s forestsa relatively small group of countries with an extraordinary share of the world’s forests.

Russia alone accounts for 20.1% of global forest area, followed by Brazil with 11.7% and Canada with 8.9%. Add the United States and China, and just five countries account for more than half of the world’s forests. This global forest distribution should matter enormously in the age of climate change.

The world’s forests cover about 4.14 billion hectares, absorbing carbon dioxide, regulating regional climates, protecting biodiversity, supporting freshwater systems and providing livelihoods for hundreds of millions of people. But because so much forest is concentrated in a handful of countries and regions, what happens to those forests can have far reaching consequences beyond national borders.

The Impact of Uneven Global Forest Distribution

Russia alone accounts for about one-fifth of the world’s forest area. Brazil and Canada follow, while the United States and China complete the group of five countries that together contain more than half of the planet’s forests. This creates an extraordinary imbalance. Some countries possess enormous natural carbon stores, while others have comparatively little forest. Yet all countries share the consequences of a warming planet. That raises an increasingly important question: Should the protection of forests be treated purely as a national responsibility when their climate benefits are global?

The answer is becoming harder to ignore. In an era of accelerating climate change, it is a global vulnerability. A forest may belong to one country, but the carbon it stores, the oxygen and moisture it cycles, the biodiversity it shelters and the climate functions it performs do not stop at a national border.

When forests are destroyed or severely damaged, the consequences can travel through the atmosphere, the carbon cycle, water systems, biodiversity networks and food systems. A fire may begin in one country, but its smoke can cross borders. Carbon released in one forest contributes to a global atmospheric problem.

Forest degradation in one country can ultimately affect the global climate system. The forest may stand in Russia, Brazil, Canada, Indonesia or the Congo Basin. But the climate it helps protect belongs to all of us. The world’s forest map is also a map of global climate responsibility. The geography of the world’s forests is therefore becoming a climate issue for the entire planet.

Forests are Part of the Climate System: The World’s Forest Map Should Change How We Think About Climate Action

Forests are not simply collections of trees. They store carbon, influence water cycles, moderate local and regional climates and provide habitat for a huge proportion of the world’s biodiversity. When forests remain intact, they act as important natural components of the global carbon cycle.

But when forests are destroyed or severely damaged, some of that stored carbon can return to the atmosphere. Fire makes the danger particularly visible. The latest global data show that fires accounted for 42% of the 25.5 million hectares of tree-cover loss recorded worldwide in 2025.

Climate change is increasing the pressure by intensifying heat and drought, making many forests vulnerable to severe fires. This can create a vicious cycle: hotter and drier conditions increase fire risk, fires release stored carbon, and the resulting emissions add to the greenhouse gases already driving climate change.

Climate change is often discussed in terms of emissions. How much carbon dioxide does a country produce? How quickly can fossil-fuel use be reduced? How much renewable energy can be deployed? Those questions are essential. But the forest map adds another dimension.

A country with a relatively small population can possess an enormous share of the world’s forests. Another country may have very little forest but generate substantial emissions. The climate responsibilities and vulnerabilities of these countries are therefore very different.

The global forest map reminds us that climate action is not simply about where emissions originate. It is also about where the planet’s remaining natural carbon stores are located – and how vulnerable they are.

Canada Shows How a Forest Disaster can Become a Global Concern

Canada provides a powerful example. The country has about 369 million hectares of forest, making it one of the world’s great forest nations. In 2025, Canadian wildfires caused 5.3 million hectares of tree-cover loss, making it the country’s second-worst fire year on record, according to World Resources Institute analysis. Fires accounted for a substantial share of the 25.5 million hectares of global tree-cover loss recorded that year.

The consequences were not confined to Canada. Smoke from the fires spread across large parts of North America, affecting air quality far from the flames. And the carbon released by enormous fires enters a global atmosphere.

Research into Canada’s devastating 2023 wildfire season illustrates just how large that impact can become. Scientists estimated that nearly 7.8 million hectares of Canadian forest burned that year, releasing nearly 3 billion tonnes of CO₂. A forest can burn in one country while affecting the atmosphere of every country.

The same principle applies elsewhere. When forests burn in Siberia, smoke can blanket enormous areas. When parts of the Amazon are destroyed, carbon emissions and ecological losses extend beyond individual properties or communities. When forests in Southeast Asia are cleared or burned, the effects can include haze, biodiversity loss and changes to regional ecosystems. Forest fires have no respect for political boundaries. Neither does the atmosphere.

The Amazon carries a similar global significance

The same logic applies to the Amazon. Brazil contains the largest share of the Amazon rainforest, but the ecological importance of the forest extends far beyond Brazil’s borders. The Amazon stores vast quantities of carbon and plays a major role in regional water cycles. Its degradation can affect biodiversity, rainfall patterns, agriculture and communities across South America. This is why the Amazon cannot simply be viewed as a Brazilian environmental issue.

Brazil has sovereign authority over its forests, but the consequences of major forest loss can be felt throughout the global climate system. The same principle applies to the Congo Basin, the boreal forests of Russia and Canada and the tropical forests of Southeast Asia.

Forest Protection cannot be Measured only in National Terms: The Geography of Forests should Influence Climate Policy

The global distribution of forests reveals another important reality. The uneven distribution of forests presents a difficult policy challenge. The Americas contain about 38.9% of the world’s forest area, while Asia-Pacific accounts for roughly 39%. Together, the two regions contain almost 78% of all forests on Earth. Africa accounts for approximately 16%, Europe 4.9%, and the Middle East only about 1%. The numbers are striking.

Russia contains roughly 832.6 million hectares of forest, representing 20.1% of the global total. Brazil follows with 486.1 million hectares, while Canada has 368.8 million hectares. The United States accounts for another 7.5%, and China holds 5.5%. Together, these five countries contain well over half of the planet’s forest area.

These differences are enormous. The Americas’ position is driven in large part by the forests of the Amazon Basin, the Canadian boreal forest and the forests of the United States and other countries across the continent. Asia-Pacific, meanwhile, includes Russia, China, Indonesia, India, Australia and Papua New Guinea, among others. Africa’s forests are more widely distributed across countries, although the Democratic Republic of the Congo alone contains about 3.4% of global forest area.

This uneven distribution means that the fate of a relatively small number of ecosystems can influence the world’s climate, biodiversity and carbon cycle. The extraordinary concentration is more than a geographic curiosity. Only a handful of countries carry an enormous responsibility.

It raises a difficult question: Who should be responsible for protecting ecosystems whose benefits are global? Countries with enormous forests are being asked to protect ecosystems that provide benefits to the entire planet.

At the same time, those countries have legitimate economic pressures to use their land for agriculture, mining, infrastructure, energy production and other activities. It is therefore not enough for the world to tell forest-rich countries to simply stop development. They also face economic pressures. If the international community wants countries to preserve forests for the benefit of the global climate, it must also help make conservation economically viable.

That means greater climate finance, stronger incentives for conservation, better forest monitoring, support for sustainable agriculture, restoration of degraded land and stronger protection for Indigenous and local communities. If the world benefits from forests remaining standing, it should help pay for keeping them standing. Forest protection should be treated as part of climate policy rather than as a separate environmental issue.

The world’s forests are one of humanity’s greatest natural assets, but they are not an unlimited safety net. Just five countries hold more than half of them. Two regions – the Americas and Asia-Pacific together – contain almost four-fifths of the global total. That concentration should be a wake-up call.

The numbers should force a rethink of how we approach climate action.  That means a relatively small number of ecosystems have an enormous influence on the planet’s climate future. This creates a remarkable paradox. Humanity depends on forests collectively, but a significant portion of that natural climate infrastructure is concentrated within the borders of a relatively small number of nations. That means national forest policies can have global consequences.

If forests are cleared, degraded or destroyed, the carbon stored in trees and soils can be released into the atmosphere. At the same time, the planet loses part of its capacity to absorb future carbon emissions.  In other words, losing forests can create a dangerous double blow: more carbon released and less carbon absorbed.

Protecting forests is therefore not simply about saving trees. It is about protecting carbon stores, biodiversity, water systems and communities. It is about reducing the risk that climate change will trigger even greater forest loss – which could, in turn, intensify climate change.

The world cannot afford to look at these forests through national boundaries alone. The forests may belong to individual countries. But the climate system they help sustain belongs to everyone. The world therefore needs to look at forests not merely as national resources, but as critical components of the Earth’s climate system. Protecting them is ultimately an act of self-interest for every country, including those with very few trees.
